Public-Private Mix Strategy for Tuberculosis Control in Medan: A Qualitative Descriptive Study

Abstract

The high burden of tuberculosis (TB) in Indonesia, including in Medan, emphasizes the importance of TB service network involvement in all government and private health facilities through a collaborative public-private mix (PPM) approach. The objective of this study is to describe the public-private mix strategy for TB control in Medan. This study uses a qualitative descriptive design. The informants consist of five individuals selected through purposive sampling. Data collection was conducted through in-depth interviews, and the data obtained were analyzed through data condensation, data presentation, and conclusion drawing. Study results indicate that the implementation of the public-private mix strategy for TB control in Medan has been progressing relatively well; however, the achievement of the specific objectives expected from the implementation of the public-private mix is still hindered by several factors, such as the limited coverage of TB preventive therapy administration through the TB service network due to low awareness and motivation regarding TB prevention, as well as the often unresponsive application of the TB information system within the TB service network and limited human resources for its operation. All TB service networks, including government and private healthcare facilities and community-based organizations, should strengthen their involvement and enhance collaboration in implementing the public-private mix strategy for TB control, aiming to achieve the global and national TB elimination targets by 2030.
